Sheff Wed Faces a 'Significant Problem', Declares New Football Authority

'We are going to be a part of football's future' - football oversight chief the new chairman

The Championship club's persistent issues represent a a "major concern" and the football regulator is seeking powers to look into club affairs in comparable cases, the recently named head the official has stated.

Through a comprehensive talk, Kogan, who was appointed on Monday, showed understanding towards Wednesday's fanbase.

Kogan met with four supporters' associations representing the football team recently.

The team have been experiencing difficulties in multiple areas in this season, with the club missing wage payments on five separate occasions, including in last month.

"Clearly Sheffield Wednesday has been a major concern for the league and a substantial concern for English football," Kogan told.

"Sheffield Wednesday is one of the great brands for football in England and this week we have met supporters' organizations.

"Our aim is to acquire the ability... which will permit us to bring Sheffield Wednesday - and other clubs referred to us if they warrant scrutiny and dealt with."

Economic Challenges and Ownership Situation

Wednesday's embattled owner the Thai businessman indicated in the summer he would be open to selling the club at Hillsborough, but he has failed to complete a sale with potential new owners.

Delayed salary payments on time in earlier this year caused limitations by the football authorities in mid-year, blocking the team from conducting any recruitment activities for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The regulator explained: "The job [of the regulator] is there for the Owls followers, teams facing challenges where people are committed to a local institution that has been part of their lives in numerous instances.

"I completely understand Sheffield Wednesday, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for reasons that have nothing to do with the supporters."

When asked if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we assemble the facts and understand the situation, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be viewed as the ultimate measure and the oversight body would choose to collaborate with owners.

"The final option we would consider is commence engagement with an particular organization, an particular chairman, without being able to work with that owner to try and resolve the issues that the club's facing and the proprietor's dealing with," the regulator explained.

"But the truth is, when you review the record of football, over the last 20 or 30 years there have been certain proprietors, not many, but certain individuals who have acted carelessly in the manner they have operated their teams and eventually don't wish to take responsibility for the future."

Wednesday followers have been demonstrating against the team's chairman in recent months

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with officials from numerous teams to detail the scope of the oversight body this week and insisted it was a "proactive meeting" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the world of football gets it wrong, the extraordinary progress that's been made could disappear swiftly," Kogan said.

"And that's what nobody wants in the context of the English game is a major achievement - we must maintain momentum.

"Considerable investment coming into football and has been invested for the past two decades, because there's no guarantee it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the regulator stated: "I completely endorse the prosperity and expansion as an commercial operation of the elite league.

"As someone who appreciates the concern of undermining the Premier League as a premium product of England. But at the same time, if you talk to the Premier League after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been informing us confidentially they have a considerable comfort."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the opposition group in recent years.

The chairman contributed funds to Culture Secretary the minister's leadership bid, along with that of the government leader.

"I have fully disclosed my former ideological connection [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the regulator explained.

"I currently have no participation in any form of political activity."
